How does IAL2 (Identity Assurance Level 2) work?

IAL2 is an enhanced verification for confirming an individual’s ownership of an identity. One way to do this is the service provider collects three types of data from the individual:

  • Personal information (e.g. name, address, date of birth)
  • Identity evidence (e.g. photo ID)
  • A biometric characteristic (e.g. live selfie)

The service provider then confirms that the personal information is consistent with an identity, authenticates the evidence, and verifies the person is the true owner of the claimed identity.

The service provider can also collect two types of data that are both strong factors to verify an identity. Such as:

  • Biometric Identity evidence (e.g. government photo ID)
  • A biometric characteristic (e.g. live selfie)
